In 1963, the Florida East Coast Railroad, which was just emerging from bankruptcy, decided to buck the union work rules that had been accepted by the rest of the railroad industry. This allowed the railroad to operate much more efficiently, but it also meant that it couldn’t accept passenger trains from other railroads because the union workers on those other railroads would refuse to work on a train that operated on FEC.

As a result, the City of Miami went on Seaboard rails to Miami. By 1969, when this menu was issued, Seaboard had merged with Atlantic Coast Line so the train required only three railroads to get from Chicago to Miami.
